The new Army counterinsurgency manual notes that airstrikes "can cause collateral damage that turns people against the host-nation (HN) government and provides the insurgents with a major propaganda victory." Gen. David H. Petraeus "also points out that sometimes, the best response to an insurgent attack is 'doing nothing.' After all, 'often insurgents carry out a terrorist act or guerrilla raid with the primary purpose of enticing counterinsurgents to overreact.'"
